Upgrading property set XML files

Very old versions of CodeSmith Generator stored property settings in XML property set files. Generator now uses Generator project files (.csp) instead, which have many improvements over the old format.

To convert a property set XML file to a project file, run the Generator console application with the /upgrade option:

cs.exe mypropertyset.xml /upgrade:mynewcsp.csp
